What am I missing when import/jar com.atlassian.jira.functest.framework cannot be resolved.

OS: Windows

JIRA 6.2.x

SDK 5.0.13

Trying to setup testing against JIRA with code I inherited and I am missing import/jar com.atlassian.jira.functest.framework. Eclipse claims in cannot be resolved or found.
