How can I create a relationship between an issue and an active object entity?

I want to create an entity, each object of which can relate to 0 or more issues. It is probably down to me not knowing the terminology, but I can't seem to find how to define such relationship.

I am also wondering if there is a relationship stored under the hood, between the entity object and the user who created it? Or is that something we need to write ourselves?
