I would likte to add a new block to the view issue page which contains some of my custom fields. After the change it should look like this:

There should be an additional block "Internal approval" which should contain two custom fields. I have found some information on this here: http://www.j-tricks.com/tutorials/modifying-atlassian-bundled-plugins
Am I correct that I have to add a new module to the file "atlassian-plugin.xml" with an own *.vm file to this module? I am not a developer and don't know what code is needed to achieve this.
Could anybody please help me or maybe give me any helpful links?

Frankly, I wouldn't add it as a new section there. Instead, you add it on the right side as a new block, in a plugin. Another option would be to add it under a new issue tab panel but then you will have to click on the tab to see the details. First option would be better.
Thank you for your prompt answer :) Those fields will contain at least one but maybe also about 3-4 tables which might need a width of about 650 pixels for best readability. So the right side seems to me too narrow for such values.. And what do you mean with tab panel? How can I add such a panel? I think it would be also OK if those fields are only accessible by clicking on a tab first.
