Can I set notification automatically using plug-In in JIRA when an issue is created?

I want to send e-mail automatically to person in charge some module when an issue is created about that module.

I recognized that I can send e-mail through set notification scheme but it can only recognize value of user. So I wanna develop a plug-in that set notification automatically according some value.

Is there a suitable API or convenient Plug-In??
