Unfortunately the functionality you are requesting is not currently implemented in Bamboo. However, there are improvements request created to address to this matter as per following:
I would suggest you on adding any comments to the issue above as well as voting on the issue to create its popularity and likelihood of being implemented in a future release.

Bamboo supports avatars via external service gravatar.com. To activate this feature go to Administration/General configuration and enable Enable gravatar support option. Then your users need to create gravatar account with email address used within your organisation and upload their avatar there.

This is neat unless you aren't interested in handing your avatar out to the world. Most companies aren't interested in that. Come on.
