When the email address of the JIRA incoming email is CC'd an issue is created, which is normal. However I can't see the other recipients of that email in JIRA. Is it possible to see this header information anywhere?
For example...An email to Outlook looks like this:
From: Bob Smith
Sent: Wednesday, 25 February 2015 6:15 AM
To: Tom Brown
Cc: John Green; IT Helpdesk
Subject: Approval for a new PC
When this email is sent to JIRA as 'IT Helpdesk' all that is recorded is the 'Bob's' name as the Reporter. From a JIRA user point of view I can't see that it's been sent to 'Tom' or 'John' and I'd like to do that. Is this possible in anyway? Thanks!

When you set up a mail handler in JIRA you have the option of having the first person cc'ed become the assignee of the issue and then a second option that allows each additional person cc'ed to be added as a watcher for that issue. Will that work for your needs? If not you may need to look into additional functionality from plugins.
Thanks for your answer Mikey! In my example, with your proposed solution, I wouldn't see that 'Bob' was emailed, however I could see that 'John' is, so its better than nothing I guess. Do you know of any plugins that could assist? Thanks again

Actually I found this which might do the trick: https://marketplace.atlassian.com/plugins/com.metainf.jira.plugin.emailissue

I forgot to mention that if the issue came from a recognized email of a JIRA user they would be added as the reporter of the ticket. As for plugins, Jira Enterprise Mail Handler (JEMH) is the traditional go-to plugin for adding additional email handling functionality. https://marketplace.atlassian.com/plugins/com.javahollic.jira.jemh-ui
