Is it possible to keep the original assignee and reporter when moving issues to another project?

When we move someone else's issue within the workflow, for example from ToDo to InProgress it automatically changes the assignment to the user of the tool (the person who is actually moving the issue). Is this normal and is there any way to change this. It basically restricts the Scrum Master from being able to move issues around properly.

There is a setting in Agile that automatically assigns the issue to whoever moves it. You need to turn that off.

I don't have agile on my current setup, but remember it from a previous job. It is was in the agile admin section
