Luke, I don't think there is any way to do that in JIRA right now. However, you can push that kind of command to JIRA via the REST API: https://docs.atlassian.com/jira/REST/latest/ You can then have your other app perform the pushing, or use some monitoring application to handle it.
Boris, this is not the same as triggers. Triggers bypass conditions and validators, would be good if it were possible to have a trigger plugin module.

Hi Luke,
I think you can achieve what you need using the JIRA Automation plugin.
You can create an "atlassian-plugin" packaged plugin containing a custom (JIRA Automation) "trigger" and then a custom "action" (assuming there is no existing action that does what you require, there is already an action to transition an issue).

Hi Pedro, I mean "self made". Something like "in in my proprietary application x happens, trigger a transition to 'under test'" - See also updated description. Thx.

Hi Lucas, what do you mean by custom triggers? Could you elaborate a little?
