jira subtask vs technical task

What is the purpose of having these 2 different types of subtasks?

Technical task AND subtask.

I see nothing in Jira documentation about it.

Technical tasks are typically used for an agile/scrum project methodolgy.

A technical task is something that has no value to the business, but is desired from an IT perspective. For instance suppose you have a user story called " as a user I should be able to backup data" and your team successfully implements that using flat txt files.

You may at that point create a technical task to "modiify backup routien to use XML" The business doesn't care (per se) how the data is backed up, but from ITs point of view flat files are error and risk prine while XML may be more robust.

Of course, you don't HAVE to use it! Remove it from the project if it's of no use. Add others. Doesn't really matter hugely as long as it works for you!

It would be useful if one could had a transition rule for a technical task, e.g. not allowed to move to the test column on the task board
