What am I missing? [Adding a Detail View Tab in Agile]

Hello,

I'm trying to add a new panel to the Agile boards as described in Adding a Detail View Tab.

At this point I've both followed the tutorial in a DIY effort along with just taking the tutorial's source code and packaging it up as well.

The plugin in both cases packages fine but is not showing on the agile board. I am using JIRA 6.3.10, Agile 6.6.13 and version 5.0.4 of the SDK.

Has anyone been successful in this venture, or know what's missing and why it will package, upload to JIRA but not display anything on an agile board?
