Sorry, but my previous answer is not exactly true.
With Traceabilityx plugin, the report starts from a single project, but if your project have issues related with issues from other projects, you will see those links too.

It's a report under a project, so you can't generate a report between projects.

I was expecting the report to be available through a gadget on the dashboard.
I assume this means we can't report traceability between projects.
