Crucible without Fisheye

I am evaluating Crucible without FishEye and I am not able to see my entire repository when I create a new code review and choose the Explore repositories option. Is this a general problem, or is this happening because I am not using FishEye?

We have a page that explains exactly what happens if you just use Crucible without Fisheye:

Basically that is happening because you are not using FishEye.

Is the Starter-Restiction from Fisheye (5 repo, 10 committers) then ignored in fact you have a 10 USER Crucible starter License?
