Multiple instances of JIRA under a single license

My organization has JIRA 5.4 (On Premise) 2000 users license. Currently we have teams working across the globe and we see that the access to JIRA from other locations is very slow. Is there a way we can have multiple instances of JIRA running (in different locations) and tied under the same license?. How does the licensing work for a distributed model? Any inputs on this is greatly appreciated.

Hi there, I like to confirm that for cloud license, (https://www.atlassian.com/software/jira/pricing?tab=cloud), please confirm if one license allow access to multiple instances? Or if one same license user which requires to access into 2 instances, we need 2 license?
